		<description><![CDATA[<p>&#160; Partners of the Smoke-Free Ontario Strategy have made solid progress in implementing a comprehensive approach to achieving vital tobacco control goals. This report presents evaluative information about the activities and results of the Smoke-Free Ontario Strategy and describes Strategy infrastructure and interventions (policies, programs and social marketing campaigns), analyzes population-level changes, and explores the contributions of interventions. To further understanding of Strategy challenges and accomplishments, we include assessments of changes in the social climate and public support for tobacco control measures and in pro-tobacco influences. Throughout the report accomplishments and opportunities are highlighted, with the intention of bringing evidence to bear on the continued development of comprehensive tobacco control in the province. 		<description><![CDATA[<p>&#160; In response to growing concerns about third hand smoke (THS), OTRU hosted a workshop for public health, tobacco control policy, and research communities in May 2012, in Toronto. An online survey was circulated prior to the event to public health, healthcare and tobacco control knowledge users across Canada to determine their information needs and opinions about THS. A similar survey was provided to all workshop participants immediately after the workshop. 		<description><![CDATA[<p>&#160; OTRU’s Smoke-Free Ontario Strategy Evaluation Report provides a comprehensive review of the progress of the province’s tobacco control initiatives. Ontario’s investment in the Smoke-Free Ontario Strategy is bearing fruit. The Smoke-Free Ontario Act protects most Ontarians most of the time from exposure to secondhand smoke in indoor public places. Smoking bans, social marketing, restrictions on promotion, and youth programs are changing the social climate of tobacco use, leading to declines in smoking rates among youth. The prevalence of smoking among the general population of Ontario’s adults continues to decline. This is also the case for particular subpopulations—those with postsecondary education, professional workers and among respondents living in some public health regions. 		<description><![CDATA[<p>&#160; Comprehensive tobacco control includes prohibition of tobacco sales in specific places in order to decrease the physical availability of tobacco products. A key aspect of availability is outlet density, meaning how many places sell tobacco per unit of population or geographic area. Studies show an association between greater outlet density, higher likelihood of youth smoking and higher overall smoking prevalence. This update reviews the prohibition of tobacco sales in specific places by provincial, territorial and federal jurisdictions in Canada. Details of recent Ontario actions are reviewed. Since July 1, 2010, Ontario has required new tobacco retailers to obtain a provincial tobacco retail permit under the provincial Tobacco Tax Act. There is no fee for this provincial permit. Tobacco retailers already in existence before July 1, 2010, were grandfathered and not required to obtain the permit. Tobacco retailers on First Nations reserves are exempt from the requirement to obtain the permit. Ontario municipalities are authorized to require and charge a fee for a tobacco retail license. The Update also highlights international recommendations and progress in other countries. 		<description><![CDATA[<p>&#160; A range of adverse health effects are caused by environmental tobacco smoke or secondhand smoke in adult non-smokers and in children. The purpose of this report is to provide new findings on attitudes and behaviours associated with secondhand smoke exposure in Ontario home environments. Findings in this report are from the National Study on Environmental Tobacco Smoke in the Home. It is the first Canadian study to provide national population estimates on secondhand smoke exposure and protective behaviours. 		<description><![CDATA[<p>&#160; Substantial government funding is necessary if tobacco control strategies are to be effective in reducing tobacco related illness and death. The U.S. Centers for Disease Control and Prevention (CDC) (2007) recommends sustained tobacco control funding on a state-by-state basis, e.g., for community interventions, health communication, cessation and evaluation. The U.S. Institute of Medicine (IOM) (2007) recommends $15 U.S. to $20 U.S. per capita as a funding target for each U.S. state. It also recommends the use of tobacco tax revenues to fund tobacco control programs, federal funding of media campaigns, stable funding for quit lines, funding of research and a national funding plan if state funding does not increase. The WHO Framework Convention on Tobacco Control (2005) encourages meaningful funding of tobacco control strategies. This update reviews the status of funding commitments for tobacco control in Ontario and other provincial, territorial and federal jurisdictions. In 2009-2010, Ontario’s total funding commitment for tobacco control was $42.8 million compared to $53.2 million in 2008-2009 and $60 million in 2007-2008. Levels of funding by various US states are also noted. 		<description><![CDATA[<p>&#160; This update highlights findings that were recently published in Kaufman P, Griffin K, Ferrence R, Cohen J, Perkins N. Smoking in Urban Outdoor Public Places: Behaviour, Experiences and Implications for Public Health. Health and Place 16: 961-968, 2010. Observation and interview findings confirm that smoking at entrances to public buildings is a problem. 		<description><![CDATA[<p>&#160; There is no safe level of exposure to secondhand smoke. In addition to causing heart disease, cancer and premature death in nonsmoking adults, secondhand premature death in nonsmoking adults, secondhand smoke also causes sudden infant death syndrome, asthma and ear infections in infants. Concentrations can be especially high in cars. This update reviews current bans under the Smoke-Free Ontario Act and concludes that protection from secondhand smoke in Ontario is comparable to that of other Canadian jurisdictions, except for those with a complete ban on smoking on open patios. Protection from secondhand smoke in various international jurisdictions is also reviewed. The World Health Organization says only 5% of the world’s population is adequately protected.
