OTRU
OTRU published a call for examining alternative models for tobacco retail as part of Nicotine & Tobacco Research’s supplement on transforming the tobacco industry. This paper suggests that the compassion club model used currently for opioids and cannabis in some jurisdictions may provide benefits as a non-profit model for distribution.

Researchers from the University of Waterloo examined changes in illicit cigarettes in Canada after menthol restrictions and found that there was no change in purchasing illicit tobacco before and after the ban.
